Background

RGP was faced with Local Highway Authority concern at further traffic generating development in a location that would unacceptably affect on-street parking and create capacity and safety issues at key locations on the local transport network, including at the A27, which is the responsibility of the Highways Agency.

The authority’s initial view was that to establish the principle of the proposal, the developer would have to fund extensive off-site works.

RGP’s Approach

RGP established a solution in principle, and demonstrated that solution effectively which brought value to the client, by maximising development and avoiding off-site works. That solution relied upon policy to reduce reliance upon private car use by implementing a bespoke and inspiring Travel Plan for the college which more than offset the traffic that would be generated by the residential development.
